What the project owns

The Guard checks deterministic task-contract rules and current evidence. The Host still owns planning, sandboxing, permissions, tool execution, and user interaction.

Objective, primary object, delivery surface, scope, must/must-not, authorization, and completion evidence.

Structured forbidden and requires-user rules can intervene; natural-language matches remain advisory.

Current structured outcomes can satisfy exact requirements; newer failure invalidates older pass.
